The Council Regulations

Executive Secretary

The Council elects an Executive Secretary to provide organizational support for its activity. If the Executive Secretary is not elected from among the Council members, he/she shall have an advisory vote in the Council.

The duties of the Executive Secretary of the Council include:

(a) preparing draft decisions, appeals, letters, and other documents of the Council;

(b) ensuring compliance with the quorum at the Council meetings and the decision-making procedure of the с;

(c) summarizing the results of the Council meetings, summarizing the results of votings, informing absent Council members about the decisions taken during the meetings;

(d) establishing channels of communication between the members and observers of the Council, between the Council and other persons or institutions with which the Council interacts;

(e) coordinate media relations and information support for the Council's activities, including the Council's website and social media.

In the event the Executive Secretary's powers are terminated at his/her own request or by the Council's decision, his/her duties shall be performed by the Chairman of the Council until the election of a new Executive Secretary of the Council.
